World Civil Defence Day 2023



World Civil Defence Day is observed on March 1st every year to raise public awareness about the importance of civil protection and to promote preparedness in the face of disasters and emergencies. The day was first declared by the International Civil Defence Organization (ICDO) in 1990.

It works to enhance the capacity of its member states to prevent and respond to emergencies, including natural disasters, technological accidents, and other emergencies that may threaten the safety
and security of populations. The day honors the work of several civil defence organizations. The day also recognizes the efforts put in by the organizations in protecting communities and saving lives.


History 

In 1931, French Surgeon-General George Saint-Paul founded the Association of Geneva Zones. He was badly affected by the horrors of the First World War and thus aimed to create safety zones where people could seek protection in times of war.
The International Civil Defense Organization (ICDO) is an intergovernmental organization that was established in 1931 to promote and coordinate civil protection activities worldwide.
ICDO declared March 1st as the annual observance to raise public awareness about the importance of civil protection and to promote preparedness in the face of disasters and emergencies.
The theme of 1990 year was – “The role of information technology in risk assessment”. 

Theme

The theme was based on the interest and importance of the role of technical systems, technological applications, and artificial intelligence techniques in determining risks related to civil protection and civil defence.
Each year, the ICDO selects a theme for World Civil Defence Day that reflects the current challenges and priorities of the civil protection community.
The world defence day 2023 , theme for this year is “Uniting the world’s leading specialists for the safety and security of future generations”. The theme is based on the interest and importance of the role of technical systems, technological applications, and artificial intelligence techniques in determining risks related to civil protection and civil defence.

Goal 

The goal of Civil Defence Day is to encourage people to take proactive steps to protect themselves and their communities.
The observance of World Civil Defence Day encourages people to educate themselves about the potential risks and hazards in their region and take proactive measures to minimize their impact. It also reminds governments and policymakers of the need to invest in disaster preparedness and response systems, including early warning systems, evacuation plans, and emergency shelters.

Conclusion 

It provides an opportunity for governments, civil society organisations, and individuals to review and assess their preparedness plans and identify areas for improvement. 

Overall, World Civil Defence Day serves as a crucial reminder that disasters can strike at any time and that we all have a role to play in ensuring our safety and that of our communities. By working together and implementing effective civil defense measures, we can mitigate the impact of disasters and build more resilient societies.
