  दिल्ली-एनसीआर में प्रदूषण से राहत दिलाने के लिए इस बार भी रिवाइज्ड ग्रैप लागू किया जा रहा है। शनिवार को राजधानी में पूर्वानुमान को देखते हुए ग्रैप के दूसरे चरण को लागू कर दिया गया। अब देखना यह है कि इसके तहत जारी पाबंदियां इस बार लागू हो पाती हैं या नहीं। दरअसल इसके कुछ नियम सालों से लागू नहीं हो पा रहे हैं। क्या बढ़ेगी पार्किंग फीस प्राइवेट  गाड़ियों के इस्तेमाल को रोकने के लिए पार्किंग फीस बढ़ाने का नियम ग्रैप-2 में है। लेकिन इस नियम के साथ कई विवाद भी जुड़े हैं। ग्रैप को 2017 में पहली बार लागू किया गया था। उस समय तात्कालीन ईपीसीए के आदेश पर डीएमआरसी समेत कई जगहों पर पार्किंग फीस में तीन से चार गुना तक इजाफा हुआ। इसके तुरंत बाद इस नियम की खामियां सामने आने लगी तो इसे वापस ले गया। उसके बाद से 2022 तक यह नियम ग्रैप में लागू नहीं हो सका है। क्या इस बार चलेंगी पर्यावरण स्पेशल बसें ग्रैप-2 के तहत मेट्रो और बसों की सर्विस बढ़ाने का भी नियम है। 2021 में दिल्ली सरकार ने पर्यावरण स्पेशल बसें चलाईं थी। यह पहल सिर्फ दिल्ली में हुई थी। 2018 में एनसीआर में भी इस तरह की पहल की गई थी, ले...
